Identify the real decision criteria
What they said they want and what they will decide on are rarely the same. Separate stated criteria from the signals underneath.
Based on the transcript, list their STATED decision criteria and their LIKELY ACTUAL criteria (risk, speed, internal politics, who gets blamed). Note which signals support each inference and flag where you are guessing.
